L.A. school food

At Elisabeth’s huge middle school that she attends, there are these ‘food vendors’ that just show up right before school ends. I assume that they are not licensed by the city, because they have abandoned grocery carts for stands.
But, just like clockwork every day — they get surrounded by kids buying their wares (corn on the cob, these fried ‘funyun’ type things smothered in oil, etc.)
– I sure don’t want to begrudge an entrepreneur making some money, but it just seems a little odd to me (especially when they pull the corn on the cob from a big garbage can wrapped in a plastic bag from the middle of the grocery cart). Oh well, I guess it is probably much tastier than the school lunches.
